Can't Get Nvidia GPUs To Boot With Linux Guests

Been trying for two days to get gpu passthrough working with linux guests. My Windows Guest works just fine.

Every linux guest i try freezes after initializing the ramdisk or any other state after attempting boot. Even with the the config edits for Code 43 used for the windows guest.

Setup wise, it’s a blend of VFIO In 2019
& wUFr’s VFIO PCIe Passthrough Guide

SPICE Displays work, though performance is usually garbage for large display updates.

Help much appreciated.

(side note: trying to use Fennec Browser on android with this site is a nightmare for editing text. or just trying to set the title.)

Setup (works with Win 10 Guests)
Asus ROG Crosshair VI Hero Motherboard
Ryzen 7 1700 | 32G DDR4-3000
Host GPU: Nvidia GTX 1070
Guest GPU: Nvidia RTX 2070
1 USB Controller passed through, and an SSD.

edit: providing the windows 10 configuration below, It’s effectively the same setup as any linux instance I’ve tried to set up, just with a different choice of SSD passed through (already enabled rewrite support in apparmor)
