I have an extremely similar setup (same: mobo, CPU, PSU; different RAM, AIO cooler). Your description matches the same config that worked fine for me, including the PSU jumper to single rail and the locations of the PSU cables to CPU_12V(1)_1 and CPU_12V(2)_1. I agree that your system should work based on what you describe, but I want to avoid making assumptions about the unmentioned items:
You do not mention GPUs or NVMe and no GPU is pictured:
If you have no GPU, then install one, use HDMI (not DisplayPort) into the GPU, and let us know if you can get to BIOS. The CPU does not have an iGPU, so the display ports on the mobo will not work without a dedicated GPU.
If you have multiple GPUs, the mobo may need more power (PCIE_CPU_12V_1 and PCIE_CPU_12V_2). In my similar build, I needed to use the cross-over cables that came with the mobo. Attached below is a page from the manual + annotations with more info.
