My Xeon Gold 6240R clocks below spec consistently. Spec mandates 3.2Ghz allcore turbo (page 20), mine only does base clock (2.4Ghz). Other turbo values are also below spec (e.g. 2 core turbo should be 4Ghz but is actually 3.7Ghz). Its used in an Dell R740 server running Linux (my guess is some garbage OEM BIOS setting is the culprit). I actually dont have a problem of it running this way as it means less fan noise/better cooling, but I still would like to find out what causes this. Its not the cooling by the way, it only gets to 70° running 100% and not even 60 when only using the cores instead of all threads. Scheduler is performance scheduler (intel active scheduler). BIOS settings tested: cTDP settings, which resulted in lower boost clock. Dell Controlled Turbo, no difference on or off.
