Are the X399 Designare chipset drivers even necessary for a fresh Windows 10 1809 install?
The version on Gigabyte’s site are for 1709 and over a year old probably older.
No unknown devices showing up in device manager.
mostly there for enabling some of the less used functions of the board. and ensuring that windows 8.1 and some times windows 7 will work with it. but windows 7 is a bit of a crap shoot as nothing for AMD zen or newer is supported.

I figured as much. The install went so smoothly and have no issues, that I didn’t want to add any cruft with old drivers.
