i am wondering if tor would be a good starting ground for web development / html coding and hosting sense you dont need to buy a web domain and darkweb sites are held to a lower standard or would it be a just be a network nightmare because of a Security problem or something like that?

If you want to develop websites with a slow connection you can just do so from the web developer console in most browsers. Set it to “Bad 2G” or DSL and it should simulate a similar experience for your end users so you can focus your development on hyper-lean websites.
Don’t bother hosting ‘dark’ stuff.

Oh, if you want to get started on a great language I recommend Vue.js.
I am biased as its my favorite but the experience is top notch.
