Windows Storage Migration Services

At work we are trying to move our file server over to Server 2019, but we are hitting a snag. Storage Migration Services is supposed to move the files, keep the ACLs, config the interfaces, and then finally rename the new server to the old server. Unfortunately, it keeps erroring out with semaphore errors.

My question is, does the new server have to have the disk volumes partitioned to start? We are coming from Server 2008 and I would love to not have to partition a ton of 2tb disks because of the old NTFS limit.

I would love to just copy the data over and rebuild the shares, but my Director is worried about some applications and services still wanting the old share paths.

If anyone has successfully used this service, please let me know!
