Windows May 2019 edition & CPU undervolt

I am not sure if this is a right forum to post this, but I guess undervolting is a form of overclocking.

So I wonder one thing. My Ryzen 2700x -0.08 undervolt was completely stable with earlier version of windows. However, May 2019 update gave me a black screen, and I had to reduce the undervolt to -0.05. It works with that value, but I wonder why is this?

Is May 2019 update somehow handling the CPU differently due to the AMD topology awareness?
