Windows 7 Installation crashes [Ideas?]

So, I've talking to friend of mine about recent crashes he's had installing Windows 7 Ultimate. From what he's said, it crashes around the time he gets to "decompressing files" and sometimes at the Language Select. He's cleared the HDD of any trace of drivers, cleared CMOS, ran chkdsk and MEMTest with no issues, and even got through installing Windows 7 Home and Ubuntu. Regardless, he keeps getting blue screened along with the code: 0x0000000A. He had it overclocked before wiping it clean, but reset anything as he was planning to sell it to a friend.

I used to have these problems in the past which was fixed by replacing the mobo, but never during installation, so I'm confused. I've looked online for ideas—some even suggesting adjusting RAM CL Ratio with one stick installled as installation hung due to loose timing—but for the most part, either he already tried it or seemed irrelevant.

What you do guys think might be causing the problem? It seems like an obvious hardware compatibility issue, but where is kind of hazy to me.

It could be that the installation files are corrupted on the installation media. I'd try downloading the legit ISO from Digitalriver and then installing from disc/USB again. Files on disc/USB can become corrupt even if they used to work properly previously. It also wouldn't hurt to let memtest86+ or Prime95 set to Blend mode and to use all the RAM, run for 24 hours.
