try a program called easybcd.
it might be your bootloader is limiting the cores but its unlikely.
be very careful with that program its straight forward but if you mess up you will need the windows disk to recreate the mbr

ok update.
work gave me sunday off so I reinstalled Windows. Everything is working as it should now.
