Have you tried other games? Does your card perform poorly uniformly?
I have an XFX Thicc III 5700XT with the AMD 20.2.2 drivers and their bloat. I just ran the video stress benchmark on my machine and got an average fps of 297 @ 1080p
In the AMD control panel under settings (gear icon) -> graphics, make sure anti lag, boost, chill, and enhanced sync are turned off.

that works! i now get 277fps on HL2:LC benchmark
not sure which one of those settings was the issue, but turning them all off fixed my issue!
