Just to clarify - your computer does not currently have DVI, so you're looking for a graphics card with DVI and then want to use the DVI-to-Component(RGB) adapter?
Also, I'm assuming the TV does not have a VGA port?
I have the card that is linked at newegg (radeon 4670) and I want to use the adapter to hook the computer to the tv
You might want a converter instead of an adapter/cable. You could also try a VGA-to-Component video converter as opposed to DVI. The problem is that its hard to tell what the end product will be. Depending on what item you buy, it could not work entirely, work but display everything in 4:3 aspect ratio (which might be unavoidable), or have many other issues. Unfortunately, these adapters, cables, and converters are frequently crap shoots. It's hard to make an educated guess without knowing exactly what each product is doing (i.e. how it is "converting" the signal).
In example, this converter seems ok, but as usual with these products, there are a bunch of "not working" reviews.
It might be a good idea to start off purchasing something super cheap like that adapter you link or a cable like this one. Who knows - it might work and then you wont have spent too much. If it doesn't work, then you can see if you can return it and/or try something different.

No problem. Unfortunately, this area of connectivity has become a bit of a cluster. Its great that companies make products for adapting legacy connections, but many of them just simply dont work - either because they were designed for a very specific scenario, or because they are just crap. Things are further complicated when you introduce HDCP - will HDCP be an issue? Do all the devices in your chain support the same HDCP versions? (if not, do they support multiple versions and downgrade properly?), etc. Because all of this, many people just throw in the towel and buy a new TV or change out the source device.
