Why was a USB3 port connection needed to enter QMK bootloader mode?

KVM Model:

USW-KM314

USB Interface (5-gigabit or 10-gigbit):

5-gigabit

Problem (question really):

Using the KM switch for the first time, I needed to make a QMK keyboard tweak. The issue I hit was that I couldn’t enter bootloader mode on my Tokyo 60 with the QMK Toolbox while the keyboard was connected to a HID port. Pressing the reset button on the keyboard had no effect until I connected to a USB3 port.
Not a big deal since I eventually solved my problem, but I’m curious if this is expected behavior.

Other Notes:

The KM switch had mouse roaming mode disabled. Not sure that matters.

Bootloader mode isnt part of the hid spec, so it doesnt work on a hid port. Will work fine on a usb3 port as those aee passthrough
