I am building a pc and trying to set it up for future 4k use if that is possible. To game at 60hz or more and 60FPS on a 4k monitor can that be done with a gtx 780 and an 15-4770k setup?
No. You will need need to use SLI with at least two 780 Ti, preferably next generation GPUs, to game at a consistent 60 FPS frame rate. The CPU will not affect performance that much, but a 4770K would be preferable to say an 4670K, though the performance difference would be quite negligible.
If you look up some of the R9 295x (2x R9 290xs on one card) you can see some benchmarks at 4k. Depending on when you plan to go 4k I would get a 780ti or R9 290x for now and add a second gpu when you go 4k.
The cheapest build for 4k gaming at max or near-max settings right now would be 2 x R9 290's in crossfire. I wouldn't try to future-proof your PC because you want to game at 4k in the future though.
You have to remember that 4k is equivalent to two full 1920x1080p monitors together. Thats alot of pixels to render. And with decent looking textures it will need alot of VRAM for frame buffer. So most definitely SLI or Crossfire of the respective flagship cards from either team.
4k is actually 4x 1080p resolution, not twice.
