VRR breaks when Mouse is moved in Wayland-Session

I have a weird issue where when i use Wayland and move the mouse my monitor jumps to the maximum supported refresh rate, and goes back down when the mouse stops moving.

System Specs:

DE: KDE Plasma 6.3.5
WM: KWin (Wayland)
CPU: AMD Ryzen 7 5800X3D (16) @ 4.55 GHz
GPU: AMD Radeon RX 7900 XT [Discrete]
Memory: 10.44 GiB / 31.26 GiB (33%)
Swap: 260.24 MiB / 6.00 GiB (4%)
Disk (/): 1.20 TiB / 1.81 TiB (66%) - btrfs

I tried Gamescope nested and embedded mode, an the new GE-Proton 10.3 Wayland launch option from Steam, but the Problem is always there.
Has anyone else had this issue? Is there a workaround?

I had a similar case today with Hyprland. Without mouse I had 60Hz and with mouse 120Hz.
Due to my LG C2 suffering from brightness flicker when there are jumps in refresh rate, it was very noticable.

As a solution In Hyprland you can disable VFR (Variable Framerate) and it stays at max or disable VRR except for e.g. fullscreen applications.

Maybe KDE has similar settings.
