on my pop os build

and set the drive and adapter in the 2nd pci x16 port an config as a cache/scrach will that work an if so how do i set that up ?

The same way linux swap works on any block device.
Format a swap partition, mount as swap, and enable swapon.

thanks for that , do you think the optane will perform better then a p31 nvme or equal to it

I would think so, going off what I can find in google, and the general sameness of all TLC NAND under heavy nonlinear workloads. Could be as much as 2~3x faster in swappiness.
