On Ubuntu Mate Release 22.04, I received an update that contains Kernel 5.15.0-46 and since I get an “Out of Memory Error” and a Kernel Panic error at boot, Recovery Mode, selecting the previous Kernel 5.15.0-43 now yields the same result. I can get to the grub command line without issue, but I cannot get into the OS. After some internet search it may be that my initrd.img file may be to large at 166.2MB? To be honest, I have no idea.

That usually happens with low memory systems. Take a look at uEFI and ensure that your system is reading all RAM DIMMS.
Otherwise, you will more than likely need to use a recovery disk, then chroot into the install and re-run mkinitrd to ensure that there were no errors encountered. You should also update you package manager and pull any new packages in case the dependencies were not totally resolved.
Lastly, did you noticed any error messages or warnings during the update? You should always review the update log before rebooting to ensure that something did not go wrong.
I didn’t have luck with this. But not due to your advice but the fact that rescuecd could not find files necessary for boot and I am quite certain it relates to me trying to fiddle with things before coming to the forum.
That being said, bookmarking for the future and proceeding with reinstalling the OS.
Good luck. If you are using grub, you can boot directly from ISO images on disk so you may want to setup a recover ISO for your distro so that you can at least use the tools that came with the installer.
Nope. You create a bootable ISO. That is how I do firmware upgrades for my SSDs and stuff. I also use this at work so that I don’t have to burn multiple copies of a disc. We use iscsi at work for storage.
