My original post had *.*, his quote missed it as it needs to be escaped in Discourse when out of a code block. The quotes around the username are not mandatory and it works fine without so calling them important is simply not correct.
Well, i did it some time ago on ubuntu 16 and it didt work without the ’ ’ if I remember that right. But, maybe not 100% sure.
It works without quotes on the username, but adding the quotes won’t hurt anything and is technically correct.

Like Ruffalo already said, it did infact not show the * in my post, because I haven’t written them in the correct notation for this forum. I did put them into the command I typed into mysql though.
Permissions for the user are correct and using the new user to connect now works. I thank you all very much for your very competent help. I will be using this forum more in the future.

After you change the password for any user, you need to flush the tables.
I usually find the tutorials on Digital Ocean very helpful.
