I'm trying very hard to make a sub $350 CAD build for a family member.

I would go with the FM2A68M-DG3+, just because it will more easily keep you within your budget. And the difference isn't so great that you need to spend the extra money.

Also, is 120GB storage enough? Do you have external storage? Or would a HDD or SSHD be better?

Was planning on recycling her 5400rpm 500gb drive.

Can a 3850 or 5350 run windows 10 and photoshop and last a while? Thought it was only good for streaming 720p to your TV.

The 6300K that Streetguru recommended should, and it is not much more expensive.

Yes it can even with a little basic photoshopping. have looked up reviews of it and people and people have been playing casual games such as League of Legends and Hearthstone. Let that sink in.
