i don't see the downgrade. (i will state it again, I played demo at e3 in 2014, and this looks better than what we've seen before)
I've already edited draw range in my configs and i'm able to see mountains. (but its taxing frame rate... so i keep it at mild range -- still its highly depended on weather)
Some people pointed that terrain, foliage, rocks, trees lack shadows or have lower textures.
(most can be fixed by cranking up resolution fairly high) but other are there - simply enabling uber sampling from config file, and enabling higher texture (default is at 1500, i run at 3096) and things start to look very similar as they look on screenshots from trailers. (still its heavy on randomization of grass, stones, and tree's themselves) Weather, and time of the day itself changes whole experience.

So far I have experienced:
- Storms (Lighting, cool effects just like in demo if not better - as clouds cast shadows, and its easy to spot during the day)
- Winter's like (day&night , while during warm day there's plenty of mists like i've attached on ss above somewhere, during the night everything is kinda frozenish horse, gerald breath is visible and all nice small things)
- Summer, Autumn (I've noticed that there are times of year in the game as you progress, the foliage changes, and looks more sharp, and orange)
- The spells weren't changed, actually they used fully upgraded versions of ignis which is why it was like flamethrower.
- Fire during the rain doesn't produce as much of smoke, and doesn't feel as hot.
- Explosions are visible on water, and they refract waves.
So far I've not been able to confirm the super fire smoke effect, but judging by smoke going out from chimneys its same but specific for that scene. (not castle stable burning as in ss comparing in which its heavily raining)

I'm running Hairworks and its just fine... and i have amd. The problem is most gpu's are too weak to render AA hairworks 8x as its set in config (\The Witcher 3 Wild Hunt\bin\config\base\rendering.ini) but if your gpu/s are able to render it there's no problem at all. (like in my case)
Obviously you'll find steam version slower as there's drm slowing it down. Or your system specs settings are crappy.

notice foliage is actually of good quality once you stand there for a while, and has proper high quality 3d skybox.
some smoke of pipe, completely interactive with objects... you can see it when he moves his hand. *but my fps drop at this scene to 30-40fps
trees actually are of amazing quality, I haven't seen any trees like that anywhere yet.
