May be better to put them all in one place rather than having them pop up randomly throughout the forum.
The "English" bit is referring to how the NSA is not allowed to spy on it's own citizens, but if the English do it for them then it is OK (roughly speaking).
That I had not heard about. Got any links? A quick Google search turned up very little.
