I read over it and thought well look at this. They admit that yes they can throttle. They don't come out and say that they are because we all know they are.

sadly that letter is full of BS excuses and remarks. a one page letter would have been better off as a reply with all the guts of that telling " yes we are nerfing all connections DL and data to living shit". not to mention the price hike on all the pacs... and the other fact that new ISP's cant start up cause of the dam LAW's that were passed this past year....
