what is the middle one? I know the top is pcie, and the bottom pci, but WTF is that middle one?

It looks like its for old AGP video cards 

this a dell optiplex gx280? that motherboard is designed to fit in a different form factor case (e.g. a desktop) that would take one of these riser cards and the slots would be oriented a different way in that case. the "extra" connector is for the lanes not shared between the two slots, and extra power

(could also be a scsi "upgrade" card found in servers. But this doesn't look like any server motherboard would.)

 

Figured it out; it's a dual PCI expansion slot so you can get two more PCI slots off of that single slot, if you need it:
