This is the second time it’s happened. On resume from hibernation, my system feels sluggish. Once Afterburner finally starts up I see my cpu is locked to 553Mhz.
Task manager Shows a similar story.
Ryzen master doesn’t show anything off either.
The first time this happened threads 8-11 were running at 4.2Ghz, 6 and 7 running at ~2Ghz with threads 0-5 seemingly capped at ~500Mhz.
This last image was taken while running X264 handbrake rendering
A restart fixed the issue last time and will probably fix the current issue too, is this a known bug or do I have some setting set wrong?
I’m on windows 1909 build 18363.1379. One update pending, the flash player one: KB4577586.
