Does anyone know if the KVM with HDMI 2.1 and USB C can be used as a reverse KVM. So, the PC “inputs” would each go to a keyboard/mouse and monitor setup and the output would go to a single machine. The reason I would want this instead of simply plugging them into the machine is so only one keyboard and monitor are active at a time.

I have thought about doing this for racing sims and “whole home computing” where you have a computer in the basement and a monitor/keyboard/mouse in different locations.
It turns out if the monitor setup is the same everywhere you don’t even need a switch you can just split the video and hook up multiple sets of keyboards and mice via usb extenders. IF no one is touching the attic keyboard and mouse while you’re working in the basement, then it all works fine.
