It seems that Microsoft have released a new version of the intel HDA driver that resolves the Windows 10 1903 hang when attempting to use the virtual QEMU HDA device.
I just switched over to it and it seems to be working fine for me.
The Broken version is: 10.0.18362.1
The Fixed version is: 10.0.18362.356
