Q: Best way to "draw" on the computer, input/software?

So I was asked what the best way to draw cartoons on the computer, specifically this person wants to make cartoons like The Oatmeal.

Now I all I know for input devices is Walcom tablets, and nothing really on the software side.

My question to anyone that knows or has experience with digital art, what is the best input hardware (200 USD or under range) and what would be the best software (preferably free or something cheap) for a beginner?

inkscape is a good free drawing software

paint.net and gimp are good photoshop alternatives
paint.net is easier to learn than gimp, but gimp is multi-platform and has more features then paint.net

Krita is really good for drawings. Can't recommend hardware because I am not using any.

I have been told that Krita + Wacom tablet is the way to go.
