Both units are basicly fine, 650W is plenty for a 4790K + GTX980Ti.
Pick which ever is cheaper.

..then dont bother with an overclocking motherboard and cpu - save cash and grab a vanilla i7 or xeon with a midrange board.

I'd probably up the psu a bit as well so theres ample headroom.
