Potential dead mobo or cpu? HELP

Ok so i just set up my computer today and it wont start, i used the paper clip test on the PSU and it works. But when i plug the PSU into the mobo, nothing... 

Is there a way to check my mobo or cpu to be dead? 

The other thing is i think the bracket for the H60 might be touching metal on the back, would that short it out and cause it do to nothing?

When your PSU is switched to on, can you see any lights on your motherboard?

No but i believe there are none on this Mobo. I am looking and see none, or on the pic on newegg

people tend to forget the 4+4 pin.... just saying.

But its not often that poeple forget the ram...

I have the ram and the 4pin, its not a 4+4, only 4, look at the pic on newegg
