My apologies if this is not in the correct forum, I'm new here.

When I power it on, the fans all spin, this lasts for about 5 seconds.
They then stop for about 3 seconds, then begin spinning again.
This cycle continues until the power is cut.
Any Help or advice would be appreciated.
