Non-default cursors not working

A while back i decided i was bored of the default windows cursor, so i downloaded a nice set of cursors, and dropped it in the folder like i used to do on my windows vista back in the day (running windows 8.1 now).

however, when i changed the cursors in the windows cursors thingy, nothing changed.

I tried pretty much every fix i could find. Ended up unplugging my second monitor, and plugging it back in, which worked. Until reboot, then its back to the stock cursors.

Now, i hope the bright minds of the teksyndicate community can point me to a fix i missed, and perhaps could point me to a permanent solution.
