I am going for cost efficient gaming system. Willing to spend more if it's more cost efficient. Any advice will be appreciated.

I don't plan on xfire I don't think the PSU can handle it. I will be playing Crysis 3. With just one monitor 1080p possibly 27inch with highre resolution 2xxx X 1440. 

I am going for the highest setting on Cryrsis 3 though.

The 300R is a massive case and should be able to house the 7970 easily.    I'd probably downgrade the RAM to 8GB and get a decent 650W power supply.  The XFX 650 and Corsair TX 650 V2 are good PSUs and are jointly made by seasonic.  Are you planning on overclocking the CPU later down the line?  You should consider a CPU cooler in that setup.  Other than the GPU have you already bought any other items?  I wasn't 100% sure with your post.

I won't be OCing cpu anytime soon. if i do i will put H100 on later on. I already have an HDD and an Optical drive.I picked this PSU because it's so cheap. If I'm not doing xFire I didn't see the point in getting a better one. Do you still think i should get better PSU?

Yeah, the builder series tend to be for low end systems.  You are clearly investing in a high end one.  I wouldn't sacrifice on quality.

Around $30 more expensive but worth it.  Honestly the PSU is the last thing you should skimp on in a build.  If you downgrade to the Corsair 400R you're not sacrificing much (the fan controller) you'll save yourself $20.  That's a net loss of only $10.  Peace of mind for a very highly reputable PSU.
