I got a few case fans that I desperately need to install. I need positive air flow, but my motherboard(Asus M5A78L-M) only has 1 fan header. So there there a cheap fan header that's 1. Reliable and 2. Under 7 dollars? I have 2 case fans but i could use just one.
Well there are these which let you plug into a 4 pin molex,
and there are these to control the speed.
You may find a fan controller on sale for your budget like this

Yeah you can get fairly cheap fan controllers that work fairly well ... I'd give that a shot.
I have a couple different fan splitter (Noctua, Phobya and a "no-name" brand). They differ in type and number of connectors. The Phobya one I would not recommend (expensive and after only 3 weeks 2 of the wires came loose, I would be able to fix it but I'm too lazy).
The one from Noctua you just plug into the MB.
The Phoby is also a cable-extender (in case you want to connect from different locations, not just for example 2 front intake fans).
The last one connects directly to the PSU via molex. Got a bunch of them fairly cheap (under 10€).
I can only say for sure that the one from Noctua supports 4pin PWM, not sure about the other ones (the last one definitely not).
