So i'd like to know if there's any hardware, software, networking necessary in order to do this. I can handle basic OBS stuff but not that much, streaming is not something that I do often, if not at all.

The quickest, simplest and most reliable use (that keeps other machine resource availability high) is to use a third machine with a capture card.
Mirror a GPU output on the gaming machines and connect it to the streaming PC using a capture card. From this third machine you'd use the capture card as input with OBS. This machine will also have the webcams connected.
should mirroring be done with a splitter or simply with an other output cable?
I have a DELL oem pc apparently running a athlon x2 64 (like if that could encode two 720p sources) and vista.....who doesn't boot so i'd have to fix that and swap that thing into a real case (god damn DELL BS i'll tell you what)
I've never seen an affordable capture card with multipe input so that's be two capture cards for about 120$CAD (money I really don't have) for some basic decency i think...
so far looks like we're gonna run our streams on our own channels lol :P
