MSI B450 Tomahawk Max sleep/suspend and power off issues

Hi,
A while after I completed my desktop build, the machine is now unable to sleep or power off properly. I have tried the following:

  • Another power supply(100% functional)
  • Disconnected the NVME drive
  • Another GPU
  • CMOS reset before and after a BIOS upgrade

When trying to sleep or power off, the GPU fan shuts off, all the other fans spin up to full speed, and the CPU debug light turns on, after which the system completely freezes, and the only way to get out of this state is to disconnect power from the system.
The issue persists with both Debian and Windows 10.
Has anyone else encountered anything like this?

Specs:

  • AMD Ryzen 3600
  • Sapphire Nitro+ RX580
  • Kingston HyperX 16GB 3200Mhz
  • (MSI B450 Tomahawk Max)
  • PNY 500GB NVME SSD
  • Corsair RM750x power supply

Please, check if your BIOS is up-to-date and you have enabled ACPI sleep states.
