Well no shit the loading and setup systems in windows are fucking garbage compared to the bare metal shit in linux. .Net itself has to go through 3 layers when it gets a call its garbage.

This is an interesting topic, but I am not sure he was talking an apples to apples comparison. Remember there is .Net and the mono implementation of that for Linux and then there is the newer .Net Core stuff which you can run on Win/Linux/OSX.
Since .Net core was released it was quite quickly established that for certain stuff it was magnitudes faster than the full .Net 4.6 regardless of which OS you are running it on. Here is a pic from a blog post from earlier this year about this;
.Net Core is also Open Source and it makes sense that developers who have years of regular .Net experience will adopt it, and quite likely adopt Linux over Windows Nano as well.
