Low GPU usage in Assassins Creed 3

Hey,

       So I just picked up Assassins Creed 3 in the steam sale for £5, pretty nice. Or at least it would be if it would run properly! I typically get 30 FPS roaming about the streets, but in buildings and fights, it shoots up to 60 FPS, no higher as I guess V-Sync in enabled. (There is no option to change V-Sync on or off in the menu) Turns out, my GPU usage is only at about 30-35%, I have all the graphical settings to the max. My graphics card is the R9 280X, so DEFINITELY no issues there, especially considering it can run BF4 at 60-70 FPS. Also, all my drivers are up to date, Catalyst 13.11. I've also tried uninstalling and reinstalling the drivers. Anyone know a fix for this issue?

What cpu are you using?

FX 8350

The game is badly optimized for PC because it is badly ported. It's been a known issue.

Well I'm not buying another Assassins Creed game ever again. It's a shame because 1, 2 and Brotherhood were just soooo good.
