Low Gpu usage and FPS in fallout 4

I Have a Raedeon 290x overclocked at 1.1 ghz core and 1.25 ghz for memory with +50 power limit and voltage +25 mv. For some reason fallout 4 only gets around 38-42% gpu usage and I have no idea why. I'm running an overclocked 8320 which is at 4.3 ghz. Shouldn't I be getting more than that amount of GPU usage? My frame rate is shit too hovers around 35-40 in a lot of areas. What should I do about all of this?

do you have any other games to test out? If so, what is the gpu usage like on those?

Fallout 4 has serious problems with AMD CPUs and GPUs. The only CPUs that dont seem to bottleneck Fallout 4 are i7s, even Skylake i5s OCd to 4.9GHz bottleneck the game. And the problem with AMD GPUs seems to be down to something up with Vsync, I was getting 40fps on my R9 390 in Vault 111, then I removed the FPS cap and my fps was hovering between 100-110, but I really wouldn't recommend removing the FPS cap since Fallouts physics totally fuck up over 80fps or so. Best thing to do is lower graphics settings and download the optimised texture pack from Nexusmods.

Didn't have an issue like that when I was playing, Had my FX-8320 stock since I was getting stability issues in GTA5. FO4 was even more of a pain. First I had to figure this out.

That turned out to be the "wetness" option. Apparently that doesn't work right on either NVidia or AMD.
So I down clocked my R9 380 and turns out that fixed a bunch of issues in a bunch of games and stuck with that since It doesn't bother me.

I run Fo4 on a 290X, I get a smooth 60 at 1440p if I set shadows to medium and godrays also to medium. Everything else can be at Max.

There is a mod that tries to make shadows more dynamic, you can set a fps target. Forget what's it called, Gopher did a video on it.
