Looking to completely control computer from the internet, any solutions?

Is there any way I can completely control my computer via the Internet? Access bios, boot into windows / Linux, boot from cold start, etc.

I was planning on putting a remote desktop server but that only lets me control my desktop and without hardware acceleration it’s terribly slow.

So I’ve been looking into a hardware solution like KVM over IP and it seems to do everything I want but I don’t know much about them and they seem hard to find. My main goal is just control my PC from a tablet when I’m at a hotel / out and about via VPN.

You’ll be looking for an IPMI device.
