Basically it’s all in the title, I would PREFER ( If there is a such thing ) Passive + Active Noise Canceling, But if not i am guessing Passive will be more what i like because i do not want to deal with Bluetooth and or Batteries, My price range is 0 - 175$ for this.

I just Want to say SCREAMING sister sounds like a band name from the 90s.
They are absolute bass cannons, but you do not hear people around you very well. They are a little large. On the other hand, if you need loudness then they do have that pretty well.
That is a little too much work for worth in my opinion, Especially if i'm willing to spend what i'm willing to spend.
Save some money and get the Bose Quiet Comfort 25s. They block out car noise outside my apartment, screaming kids upstairs, just about everything. And a great soundstage to boot. You get what you pay for-- and Bose delivers. Don't let the anti-bose people talk you down... try them on in Best Buy and I think you'll be impressed.
Indeed. I use the in-ear version (QC20) myself and IMO Bose's noise cancelling is the best you can get. Unfortunately they are WAY out of your budget.
Have you considered duct tape? That should keep her a lot more quiet.
California Headphone Companies Solverados. They have excellent passive noise isolation. So much so it scares me sometimes walking around and are durable, more so than anything else I have ever used.
Also keep in mind my SISTER and her HUSBAND life in the same home as i do which is a small apartment. Sadly duck tape and nap time spray will not work in this instance as funny as it is to think about >.>
