Linux mint cin taskbar is Red green blue and somewhat frozen HELP

I have this issue that I cant click on the taskbar down below or any icons that are in the taskbar. only acess to the start bar is pressing the windows key on my laptop and starting firefox and stuff.

currently running linux mint cinammon latest version 17.1

Can you right click? The colors are for the toolbar editing mode being on - I don't know if that means you can't click on it, though.
