Readers can be circumvented easily with plate concealers. It'll be a bit harder to conceal your wireless connection your car is transmitting.

Onstar is Ford(?) proprietary and isn't government mandated to track your movements for tax/monitoring purposes.
But its very popular.
I remembered about OnStar, because I just watched the latest Level 1 News, where they talked about the police using OnStar to spy on people for the past 15 years.
