Ok, I want to know how I can fix the low speed on my Private internet accress service. I notice that my speed is 20 or 15mbps. I notice that logan said he was using port 9006 and got faster speed. Is port 9006 and safe port?

You can pretty much use any high numbered port. Some ports have common applications that use them (www on port 80, irc port 6667, torrents on port 6881 etc). and sometimes ISPs traffic shape on these ports regardless.
Can you use any port you want? I thought you had to use whichever port the server was on. Either way it depends how they're throttling you. If they're throttling whichever port you're using then changing the port will help, if you can find a port which isn't being throttled. But they may be doing it based on IP or some sort of traffic analysis. If that's the case then changing the port won't help you.
Most VPNs use port 443 which is the same as HTTPS traffic, except they use UDP instead of TCP. If you were to changing your VPN to use TCP instead so that it looked more like HTTPS traffic you would get a performance loss but it might end up faster if they are throttling you based on that. Usually VPNs use this port to get past firewalls.
strange thing now is i got my speed back to what the isp was giving. the port change was working then i went back to the default settings and it was the same now. but before the default settings was giving me low internet speed.
