Yes PCIE 3.0 is 100% compatible with PCIE 2.0 and 1.0.
Unless your running an 780 TI PCIE 2.0 will not bottleneck at all. I have run tests with an GTX 660 OC to 1215mhz and from what i have seen all differences are within marge of error. It's part of the reason AMD chip sets aren't using PCIE 3.0 at this time.
Yes it is, i saw once a video of gauy that showed that the difference was really little, and it was a bit bigger (at mos 10 fps) when using a pci express 3.0 gpu on a x16 pcie 3.0 slot against a x8 pcie 2.0 slot, for right now it'snot a big difference.
yes, PCI-E 3.0 is backwards compatible to as far as Gen1 x4, although the performance of a x16 3.0 card would drop massively on that, use at least Gen 2 x8 or x16 ports to get admirable performance out of the component!

I have noticed a 0% decrease in performance switching from PCI-E 3.0 to 2.0.
