Is my new GPU bad?

I just got an R9 280x (managed to snag it while it was at its regular price for one day on Amazon). The first thing that I did was overclock the card, and it seems like a good overclocker. Ran Haven and 3dmark 11 at 1150Mhz core and 1650Mhz memory just fine. Most games that I have tried are fine and dandy (though I am having some trouble with Skyrim right now, but that was going on since before the new card). Anyway, in Need for Speed Rivals and Burnout Paradise City, I am getting what looks to be textures flashing all over the place constantly. When I take a still of it, it looks like just a little bit, but when they are flickering really fast, it takes up most of the screen (at least with Rivals it does, Burnout is a more tamed flickering). My psu is a gold rated Seasonic 650W, so I don't think that is the problem. I've never had this problem with my previous card, a 7850, and even played these exact games with no issues. I tried backing the overclock off to see if that was the problem, but even at factory clocks, the problem is just as bad. Besides that, I have very good airflow in my case, six fans in an Arc mini Rev1, but the 280x is putting out a lot more heat than the 7850 did. Could it be that I got a bad card?Also, I am running the 13.12 drivers.

Happens in Metro 2033 as well. It didn't happen at all the other day with the games that I played. Now, it seems like every game that I play has this problem.

you know once it starts artifacting backing off the overclock isn't enough, you need to restart the video driver manually or restart the computer

otherwise it shouldn't still be artifacting

I can't believe that I didn't realize that. Thanks. I will report back if anything goes wrong.
