iPod forced into Setup upon reboot

This is not my iPod I am simply posting for someone.

Issue:

Upon rebooting the iPod the setup screen comes up every time, like so:

I have tried to do a clean restore and a restore from a backup. Neither of them have worked.

Could anyone help me resolve this issue?

Have you actually tried completing the setup?

You should only get that once after restoring / updating.

I believe they have, yes.  You kinda have to do it.
