i would like to know if an i5 4670k can handle two gtx 770's or do i need to get the i7.

Just ensure you have an appropriate power supply.

would a 650w gold certified be enough

650W + Gold + Quality brand should be fine.

If you know the model so I can check the amperage, that would be another good indication.
