Help picking hardware for a capture rig

I have plans to build an NGINX server setup to record 1440 - 4k videos of my gameplay to Youtube.

My current system has a xeon 1240 v 5 and a Fury, I have another Fury that needs fixing that I hope to salvage later on. My rig runs games fine, but can't seem to keep up with recording them at the same time.

If it's feasible, I'd like this rig to be capable or recording 4k 60 fps at some point in the future, when that kind of viewing becomes more popular.

I'm not sure what parts to pick for this. Cost is not a huge issue, but there's no way I'm going out to buy a 6950x, I consider that a bit unreasonable in my situation. I'm thinking that Wendell's 2 CPU old server build is a great option for this.

NGINX has to record the video with raw CPU horsepower, and this seems like the cheapest path to the most horsepower available.
