(HELP) PC Build For Photoshop budget

Doing a build for a friend for photoshop not really for gaming but if he wants to game he can upgrade later. The budget is set at $350. He draws on the computer and has the drawing tablets. This budget Needs an OS :/. Doesnt need a keyboard or monitor.

I am not really familiar with that type of PC use. can yall suggest a good build for photoshop?

Is there anyway he can just use Linux? $250 after windows is a really tiny budget...

For that budget, you may find a better deal on a pre-built system, although there won't be as much room for upgrades. 

My understanding is that photoshop is not particularly demanding, so just about anything modern should be able to run it pretty well.

It's got a dual core APU, a well-reviewed motherboard with good expandability, 4GB of RAM, a decent little case with good airflow and a good budget 80 plus bronze certified power supply.

O believe me I know...Normal people dont understand they just know $$, I may persuade him into jumping up to $400 but IDK :/

answer: Buy a used computer of ebay local or craigslist. Linux is tough with drawing tablets none of mine have ever worked %100 they just dont support pressure sensitivity like windows and osx.  or do this

newegg deal diypc $269!! that leaves room for windows 7 get another 44 bucks and buy another 4gb stick

and another 100 can get you a ssd and more ram.

You can get used monitors for next to nothing or free on craigslist or from friends as well as keyboards and mice. if you need a keyboard and mouse get this for now

monitor ive used this professionally for 3 years now its great just make sure you calibrate it for color accuracy
