Help needed - GPU Selection Assignment for Windows 10

Update - I have updated windows to the latest version, it appears this problem is still valid. Any assistance is appreciated.

I have two GPU’s, one is a 1080 and the other is a 3090.
I want to manually assign various applications to different GPU’s.
But windows is stupid and only gives the option to pick either ‘high performance’ or ‘power saving’ for each application.

The problem is windows is automatically assigning the 3090 to ‘high performance’ AND also assigning the 3090 to ‘power saving’.

So I can not properly assign programs to each GPU in windows 10 due to windows not allowing me to manually assign which GPU is the ‘power saving’ one, and which is the ‘high performance’ option.

I need to know how to manually specify which GPU is used for Power Saving mode and which GPU is used for High Performance mode in windows 10.

Sadly my internet searches bring up a massive pile of topics on how to tell windows to use power saving or high performance modes, but it does not let me manually assign which GPU is being used for which program, because windows is automatically picking the GPU that is used for both power saving and high performance - instead of simply allowing me to pick the GPU directly for each program.

Is there a way to manually assign the proper GPU to the proper setting here for windows 10?

(note - I did find an article about a dev build of windows which included this option, but it appears this was never rolled out to windows 10 users.)

This article sadly is not something that works with current builds of windows 10, at least I can’t appear to access these options in the current build of windows.

Here are some images to show the problem I am running into.

This first image shows how the PC is automatically deciding that the 3090 is the best for both Power saving and High performance options in the GPU selection screen, despite the presence of another video card properly installed in the system. (Windows does not have an option to change this that I can find) As you can see, in the main body of the image, we are trying to assign the Firefox application to either Power Saving mode or High Performance mode, but the 3090 is the only choice for both options. I also included the device manager image on the side to show how the computer has two video cards but for some reason windows is not assigning the 1080 to either of these options.

This image shows the Nvidia Load manager and how most tasks are being assigned to the 3090 by default. This is what I would like to change - most mundane tasks should be assigned to the 1080 for performance optimization purposes.

This last image shows how under load I am fully utilizing the 3090. And also 36% of the 1080 under this example scenario.

What I would prefer is most mundane tasks being assigned to the 1080 by default, and the 3090 being reserved for a few very specific tasks.

But windows is clinically moronic when it comes to GPU assignment. As you can see Windows only allows me to pick the 3090, or the 3090, for windows to assign tasks to. Ideally it should have the 1080 assigned to power saving, and the 3090 assigned to high performance. This is what I would like to fix.
