This is how you test your power supply with a multimeter by the way:

I suggest you do this first before buying or proceeding with anything if you have a multimeter. If your power supply is the issue, go with a new one with a higher wattage and exact same volts.

TU means Technical University and i come from a technical middle school so i have a degree in electronics PC engineering and automatization. I know how to measure everything and the voltage is fine all connections are too.

It will be really helpful if you can take a quick snap shot of the blue screen. Check your hard drive condition, run RAM stress test etc. Your problem description seems to be RAM, I'm not 100% sure as RAM issues can be difficult to diagnose at times.

I ran stress tests of my ram from windows and from bios all were just fine. And i do have a screen shot of the last blue screen that was caused i think form my old display driver.

Seems it's a combination of different graphic drivers.

After booting safe mode and updating the bios i uninstall the intel graphic driver and the amd graphic driver using the DDU. Then i found the newest driver for my graphic card and installed it. After restarting everything the resolution didn't normalize. Instead of i Right click on the desktop and select "AMD Catalyst Control Center" this happens:

And after clicking OK this happens:

This same thing happened the last few times i tried to update the graphic driver.
I also tried "older" versions of the driver but just found that the one that is on the HP driver site actually works but that one is from 2012 and obviously has some problems too.

Isn't there a software for an automatic driver update on the AMD side?
What primary GPU is activated in the bios?

The error is an AMD GPU error from what I have surmised.

You need to show us your Device manager with what you have installed, and we need to see if you actually have an AMD GPU...lol sounds crazy but if you don't have an AMD GPU then why wouldn't it recognize the drivers...

Yup. You're right. I missed it. I even looked over the image twice lol.

It seems something is blocking a full install.

Could it be corrupted system files? Have you tried reinstalling Windows? And have you looked up the blue screen codes?

Hi ! at this point, and this reminds me of a problem similar............are you sure ALL of the system devices are properly initiated; something on the mobo. or main circuit is not addressed correctly and the graphic driver refuses to install or the hardware is not recognized.
Re-install the intel chipset with the latest version.
edit 1 = after installing a newer display adapter (my experience with ATI/amd) this flag is often present and disappears upon re-booting, indicating some drivers are not yet installed for the complete install to proceed.

Uninstall all ati/amd video drivers,
Run Ccleaner, both on the temp files and on registry files, if you like you can make a backup of the registry. (I never have in the 4 and a half years of using it and have never had issues)

schedule a check disk.
To do this open up file explorer, go to where you can see the C drive, right click on the C drive go to properties, click on the tools tab and click check, don't worry about attempt repairs.

reboot. the disk check will start just wait for it to finish windows will continue to boot after it is done.

reinstall the amd video drivers.
